Introduction
The SCSI has followed in the footsteps of the RICS and voted in favour for all members to implement the new International Property Measurement Standards (IPMS) when undertaking or commissioning a property area measurement from 1st February 2016. The purpose of the IPMS is to add consistency and confidence in the property market. The new international standard is a welcomed change and will help ensure all stakeholders receive a comprehensive schedule of areas for their relevant property. At present the IPMS standards only apply to office buildings with new standards for all other uses planned for the future. Key Changes to a Property Professional
The standards now refer to a ‘Service Provider’. A Service Provider – is any entity providing real estate advice to a User (Property Professional, Owner-Occupier, Developer, Investor, Purchaser, Vendor, Landlord or Tenant).
The following information will be provided to a user receiving an Area Reference Schedule;
- The IPMS Standard used, for example IPMS 1, IPMS 2 – Office and IPMS 3 – Office
- The method of measuring, for example a laser measure / tape
- The unit of measurement, for example square feet or meters
- The measurement tolerance, for example the tolerance of the laser meter – 0.02mm
- The date of the measurement
- IPMS measurements supported by CAD drawings
- CAD drawings cross referenced with appropriately coloured spreadsheet

- The main entrance of the building should be shown on the plan
